The Parish Council has no objection to the proposed development but does have concerns in relation to the management of the construction traffic going to and from the proposed site of the AGI on Rusholme Lane.
Rusholme Lane which is a single track road is accessed from Church Dike Lane which is the main access to the Newland itself. Although rural, there is a high number of HGVs already using Church Dike Lane going to a seed processing plant at Little Airmyn together with the normal traffic in and out of Newland not forgetting the large agricultural vehicles and cyclists and horse riders. This normal route is to go through Drax Village.
It is possible to reach the proposed AGI site by coming from Carlton through Newland itself on Miil Lane and Brier Lane which is unsuitable for large vehicles. All construction related traffic should be banned from using Brier Lane from its junction with Rusholme Lane and the road from Newland to Carlton and signage erected to that effect.
As a result of experience from an earlier major development, the Council is concerned at the possible use of Rusholme Lane for bringing the pipes to the AGI. When the recent gas pipeline was constructed, the pipes were brought to site using the route of the pipeline. The Council is not convinced that it is feasible to bring the pipes along Rusholme Lane because it is single track, passes Scurff Hall , which is a heritage site, and there is a 90 degree bend just past Scurff Hall.
Church Dike Lane is particularly busy during the harvest from August to October and again from January to March for the spring drilling period. It is appreciated that there may be a conflict with the summer school holiday period. Any construction work should avoid these periods.
